I think a similar rule was in the sevens regs, which predated the RGB, and probably also in kits, which is (was?) closely related to RGB.

I think the original intent was to avoid people spending megabucks on tiny high tech headlights to avoid the "draggy" (sic) sealed beam units supplied as standard.
